İAÜ Lisansüstü Eğitim Enstitüsü’nün düzenlediği “Son Gelişmeler Işığında Türk-Amerikan İlişkilerinin Geleceği” webinarında Türkiye-ABD ilişkilerinin dünü, bugünü ve yarını ele alındı. Webinarda Türkiye ile ABD arasındaki sorunların karşılıklı güvenle aşılabileceği, sorunların iç ve uluslararası hukuk bağlamında değerlendirilmesi gerektiği ifade edildi.

İstanbul Aydın Üniversitesi Lisansüstü Eğitim Enstitüsü tarafından düzenlenen Uluslarası Webinar Serisinin beşincisi “Son Gelişmeler Işığında Türk-Amerikan İlişkilerinin Geleceği’’ (International Webinar Series V: The Future of Turkish-American Relations in the Light of Recent Developments) adıyla gerçekleştirildi.

Üniversitenin resmi YouTube kanalından canlı yayınlanan webinarın moderatörlüğünü İstanbul Aydın Üniversitesi Lisansüstü Eğitim Enstitüsü Müdürü Prof. Dr. Ragıp Kutay Karaca ve TRT World editörü Yusuf Erim gerçekleştirdi. Webinarda Altınaş Üniversitesi Rektörü Prof. Dr. Çağrı Erhan, Suriyeli eski diplomat ve PeopleDemandChange platformu kurucusu Bassam Barabandi, Catholic Üniversitesi’nden Prof. Herbert Reginbogin, emekli deniz amirali ve danışman Richard Outzen ve İAÜ Öğretim Görevlisi ve ABD-Türkiye İlişkileri Dış Politika Uzmanı Ali Çınar konuşmacı olarak yer aldı.

Webinarda Türkiye-ABD ilişkilerinin dünü, bugünü ve yarını ele alınırken, Türkiye-ABD ilişkileri kapsamında masada olan sorunların, ABD’de Biden ile gelişen anlayış değişikliğinden kaynaklandığı, bu sorunların çözümü için her şeyden önce karşılıklı güvenin tesis edilmesi gerektiği, konuların iç ve uluslararası hukuk bağlamında ele alınması gerektiği ifade edildi.

DOÇ. DR. MUSTAFA AYDIN: “ADETA HASMANE BİR DÖNEM YAŞIYORUZ”

Toplantının açılış konuşmasını yapan İstanbul Aydın Üniversitesi Mütevelli Heyet Başkanı Doç. Dr. Mustafa Aydın, “18. Yüzyıl’da deniz ticaretiyle başlayan, II. Dünya Savaşı sonrası NATO ile zirveye ulaşan Türk – ABD ilişkileri 1974 Kıbrıs Barış Harekatı’ndan bu yana ilk defa bu kadar gergin, deyim yerimdeyse hasmane bir dönem geçiriyor. Bu ‘hasmane’ durumda her iki tarafın da payı var. Bu sürecin ‘dostane’ noktaya nasıl gelebileceğini bu webinarda değerlendireceğiz. Başta Lisansüstü Eğitim Enstitümüz olmak üzere webinarın gerçekleşmesinde emeği geçen herkese teşekkür ediyorum” ifadelerini kullandı.

PROF. DR. ÇAĞRI ERHAN: MASADA ÇOK FAZLA SORUN MEVCUT

Türkiye-ABD ilişkilerinin yaklaşık 200 yıllık bir geçmişe sahip olduğunu hatırlatarak sözlerine başlayan Altınbaş Üniversitesi Rektörü Prof. Dr. Çağrı Erhan, “Türk-Amerikan ilişkilerinde belki de ilk kez masada bu kadar çok sorun mevcut. ABD’nin Suriye’nin kuzeyinde PKK’yı desteklemesi, FETÖ terör örgütü liderinin halen Pennsylvania’da ikamet ediyor olması, Rusya’dan S-400 savunma sistemlerinin satın alınması, Türkiye’nin F-35 programından çıkarılması, CAATSA yaptırımları, sözde soykırım iddiaları ve Halkbank davası gibi pek çok sorun sayabiliriz. Bununla birlikte, ABD’nin dış politika karar alma sürecini yürüten bileşenlerde Türkiye’ye karşı olumsuz tavır söz konusu. Buna karşın; ülkelerin NATO şemsiyesi altında olması, Doğu Akdeniz, Kuzey Afrika ve Afganistan gibi stratejik bölgelerde ortak menfaatlerinin olması stratejik iş birliğine devam etme olasılığını sürdürmekte. Ayrıca Çin’in bölgede attığı gerçekçi ve rasyonel adımların da ABD’nin bölgede güçlü müttefik arayışını ve Türkiye ile iş birliği yapma gereğini artıracağını öngörüyorum.”

BASSAM BARABANDİ: BIDEN’IN ‘SOYKIRIM’ İFADESİ ANLAYIŞ DEĞİŞİKLİĞİNİN BİR ÖRNEĞİ

Türkiye-ABD ilişkilerindeki sorunların, Erdoğan ve Trump arasındaki ikili ilişkilerden dolayı bir süre görmezden gelindiğini ifade eden Eski Suriyeli diplomat ve PeopleDemandChange platformu kurucusu Bassam Barabandi; “Söz konusu sorunlar yönetim anlayışı değişikliği sebebiyle açığa çıktı. ABD Başkanı Biden’ın ‘soykırım’ ifadesini kullanması da bu anlayış değişikliği ile doğrudan ilgili. Örneğin; ikili devletli çözüm önerisi bir grup Demokrat vekilin, Biden yönetiminin İsrail’e satışına onay verdiği silah satışının durdurulması için tasarı hazırlaması da sorunun Türkiye ile ilgili değil, düşünce değişikliği olduğunu göstermekte. Bu değişimin yalnızca bu kadar ile sınırlı kalacağını düşünmüyorum” diye konuştu.

ALİ ÇINAR: İLK OLARAK KARŞILIKLI GÜVEN SORUNU AŞILMALI

İAÜ Öğretim Görevlisi ve ABD-Türkiye İlişkileri Dış Politika Uzmanı Ali Çınar ise şu değerlendirmelerde bulundu: “Türk-Amerikan ilişkilerinde mevcut en başlıca sorun güven eksikliği, iki liderin 90 gün sonra ilk kez konuşması bunun en temel göstergesi. Her iki NATO müttefiki öncelikle güven sorununu aşmalı. Güven sorununun aşılabilmesi için pozitif diyalog kanalı açabilecek her konu ön plana çıkarılmalı. Önümüzdeki günlerde ABD Dışişleri Bakan Yardımcısı Wendy Sherman’ın Türkiye’yi ziyaret edecek olması ve Erdoğan – Biden görüşmesi süreci olumlu sonuçlara götürebilir. ABD ve Türkiye’nin karşılıklı olarak birbirine ihtiyacı var ve birlikte çalışmaya devam etmeleri gerekiyor.”

PROF. REGINBOGIN: SORUNLARI İÇ VE ULUSLARARASI HUKUK BAĞLAMINDA DEĞERLENDİRMELİYİZ

Biden yönetiminin göreve gelmesini Türk-Amerikan ilişkileri için yeni bir dönüm noktası olarak değerlendiren Catholic Üniversitesi’nden Prof. Herbert Reginbogin; “Halkbank, terör örgütü elebaşı ve ‘soykırım’ iddialarında ABD’nin tutumu uluslararası hukukun gerektirdiği şekildedir. Türkiye’nin bu konudaki iddiaların delillendirilmesi gereklidir” diye konuştu. Toplantının moderatörlüğünü yürüten TRT World editörü Yusuf Erim de, “ABD’de ikamet eden sözde bir imamın pek çok ayrıcalığa sahip olması, ABD’de yasal ikamet izninde (Green Card) eski ABD’li istihbaratçıların referans olması ve Türkiye’nin iade talebiyle ilgili gönderdiği kanıtlar hakkındaki sorusuna yönelik ise; konunun ABD’nin iç hukuk sistemi ve uluslararası hukuk bağlamında değerlendirilmesi gerekir. Siyasi açıklamalar ve antlaşmalar bağlamında değerlendirme yapmak hatalı olacaktır” ifadelerini kullandı.

In the webinar ‘’The Future of Turkish-American Relations in the Light of Recent Developments’’ was organized by IAU Institute of Graduate Studies, the past, the present and the future of Turkey-USA relations were discussed.

The fifth one of the international webinar series was held by IAU Institute of Graduate Studies by name ”The Future of Turkish-American Relations in the Light of Recent Developments” (International Webinar Series V: The Future of Turkish-American Relations in the Light of Recent Developments).

The webinar moderators were the head of IAU Instıtute of Graduate Studies Prof. Dr. Ragıp Kutay KARACA and TRT World’s editor Yusuf ERİM. The webinar was broadcasted on the university’s official YouTube channel. Rector of Altınbaş University Prof. Dr. Çağrı Erhan, Syrian ex-diplomat and the founder of PeopleDemandChange platform Bassam Barabandi, Prof. Herbert Reginbogin from the Catholic University, retired navy admiral and guide, and Associate of IAU and Expert of USA-Turkey Relations Foreign Policy Ali Çınar appeared in the webinar as speakers.

In the webinar it is stated that the problems on the table within the scope of Turkey-USA Relations resulted from the change of understanding in the USA with Biden, to solve this problem mutual trust should be established before anything else, and the issues should be discussed in the context of domestic and international law the past, the present and the future of Turkey-USA relationship

ASSOC.PROF.MUSTAFA AYDIN “ALMOST WE ARE EXPERIENCING A HOSTILE PERIOD”

Istanbul Aydın University President Assoc. Prof.  Mustafa Aydın made the opening speech at the meeting and said ” Turkish-American Relations starting in the 18th century with shipping trade and reaching a peak with NATO after the World War II, the relations are that much nervous since 1974 Cyprus Peace Operation, Turkish-American relations are having a hostile period in a manner of speaking. Two sides also play a role in this ”hostile” period. We will evaluate how this period turns into a ‘friendly’ period in this webinar. I would like to thank especially our Institute of Graduate Studies and those who contributed”.

PROF. DR. ÇAĞRI ERHAN: THERE ARE SO MANY PROBLEMS ON THE TABLE

 The rector of Altınbaş University Prof. Dr. Çağrı Erhan starting his words by reminding that Turkey-USA Relations going back almost 200 years of history said ” Perhaps for the first time in Turkish-American Relations, there are so many problems on the table. We can count so many problems such as the USA support the PKK in northern Syria, the leader of the FETÖ terrorist organization still resides in Pennsylvania, the purchase of S-400 defense systems from Russia, the removal of Turkey from the F-35 program, CAATSA sanctions, alleged genocide allegations and the Halkbank case. Additionally, in the components carrying out the USA foreign policy resolution process, there is a negative attitude towards Turkey. But however, the fact that countries are under the umbrella of NATO and have a joint interest in strategic regions such as East Mediterranean Sea, North Africa and Afghanistan sustains the possibility of continuing strategic cooperation. I also predict that the realistic and rational steps taken by China in the region will increase the USA’s seeking for a strong ally in the region and need to cooperate with Turkey”.

BASSAM BARABANDI: BIDEN’S PHRASE ”GENOCIDE” IS AN EXAMPLE OF CHANGE OF UNDERSTANDING

The Syrian ex-diplomat and the founder of PeopleDemandChange platform Barabandi stated that the problems of Turkey-USA are ignored for a while due to bilateral relations of Erdoğan and Trump, he said ” The problems in question are become known thereby the change of management mentality. The president of the USA Biden’s usage of the phrase ”genocide” is directly related to this change of understanding. For example; a group of democratic deputy draught to stop the arms sale to Israel, which is approved by Biden administration, it also shows that the problem is not about Turkey, it is about the change of thinking. I don’t think this change will be limited with that”.

ALİ ÇINAR: FIRST, THE MUTUAL TRUST PROBLEM MUST BE OVERCOME

Associate of IAU and Expert of USA-Turkey Relations Foreign Policy Ali Çınar made evaluations ” The problem of Turkish-American Relations is lack of trust, two leaders talking for the first time after 90 days is its major sign. Both NATO allies must overcome the issue of trust. Every subject should be featured which can open a positive dialogue channel to overcome the issue of trust. In the next days, the Deputy Foreign Minister of the USA Wendy Sherman will visit Turkey and this can bring the meeting of Erdoğan-Biden to positive results. The USA and Turkey need them mutually and they must continue to work together”.

PROF: REGINBOGIN: ”WE SHOULD EVALUATE PROBLEM IN THE CONTEXT OF DOMESTIC AND INTERNATIONAL LAW”

Prof. Herbert Reginbogin from the Catholic University evaluated that Biden administration is a milestone for Turkish-American relations ” The USA’s action for Halkbank , instigator of a terrorist organization, and ‘genocide’ allegations are as required by international law. Turkey needs to prove its allegations on this matter”, he said. TRT World’s editor Yusuf Erim was the moderator of the meeting. He said ” This subject should be evaluated in the context of domestic and international law of the USA to the questions about Turkey’s sending evidence on extraditions request of a so-called imam who resides in the USA with many privileges, and a former US intelligence officer’s reference to his legal residence permit (Green Card) in the USA. Evaluating in the context of political statement and agreement will be wrong”.

RICHARD OUTZEN ”NATO DIDN’T PURSUE TURKEY’S INTERESTS”

Retired navy admiral and guide Richard Outzen who begun to speak last and defined Turkish-American relations as ”cycle” said ” This cycle increasing in the 1930s and 60s, decreasing in 1940s and 70s and steady in 2010s can’t explain situation in the last years’. Even if NATO didn’t pursue Turkey’s interests, it’s not envisioned Turkey’s leaving from NATO and there is no mechanism to push Turkey out of the union. Even there are still opinions about Turkey is weak in the region in Washington, I think Turkey relatively increase its power”.
