Avrasya bölgesinin en büyük yükseköğretim zirvesi olan Avrasya Yükseköğretim Zirvesi, (EURIE) 3 Mart 2021 Çarşamba günü başladı. Zirve bu yıl, COVID-19 pandemisi nedeniyle online ortamda düzenlenirken yine üst düzey katılım gerçekleşti.
EURAS ve EURIE Genel Başkanı Doç. HİB BAŞKANI AYCI: “EURIE EĞİTİMDE MARKALAŞMANIN ADIMI”
Doç. Dr. Aydın’dan sonra söz alan Hizmet İhracatçıları Birliği (HİB) Başkanı İlker Aycı, EURIE’yi Türkiye’nin eğitimde markalaşma sürecinde önemli bir adım olarak gördüğünü söyledi. Aycı, “COVID-19 pandemisi, dijital dönüşümün hızlanmasına sebep oldu. Mesela hiçbirimiz bu zirveye evlerimizden ve işyerlerimizden çevrimiçi katılmayı beklemiyorduk. Geçmişte Türkiye’nin uluslararası eğitimdeki avantajlarını ve üniversitelerimizi anlatırken, bugün uzaktan eğitimdeki başarılarımızı öne çıkarabiliyoruz. Kampüs deneyimi elbette çok önemli. Ancak bu süreçte uzaktan eğitimin de geçici bir çözüm değil, gelecekte de belli bir düzeyde kullanılacak bir enstrüman olduğunu gördük. Artık hibrit eğitim modeliyle daha çok karşılaşacağız. Bu durum, birçok dersi, başka ülkelerden, farklı akademisyenlerden uzaktan alma olanağını sunuyor. Umut veren ve güvenli bir gelecek için ihtiyacımız olan şey eğitimdir. Malcolm X’in de dediği gibi, ‘Eğitim geleceğin pasaportudur. Çünkü yarınlar bugünden ona hazırlananlara aittir’” diye konuştu.
DEİK BAŞKANI OLPAK: “COVID BİRÇOK ŞEYİ DEĞİŞTİRDİ”
Dış Ekonomik İlişkiler Kurulu (DEİK) Başkanı Nail Olpak konuşmasında, COVID-19 pandemisinin günlük hayatta birçok değişikliği de beraberinde getirdiğini ifade ederek, “Dijital teknoloji ve yapay zeka, COVID ile daha hızlı hayatımıza girdi. Bu konudaki adımları daha hızlı atmalıyız, aksi takdirde rakiplerimize geçiliriz. COVID-19, globalleşmeyle yerelleşmenin birleşimini hayatımıza geri dönülmez şekilde soktu. ‘Tükenen kaynaklar’ söyleminden hareketle kaynak çeşitliliğinin ne derece elzem bir konu olduğunu da bize hatırlatarak hayatımızın merkezine koydu. Uzaklık ve lojistik kavramlarının değişime uğradığını, tedarik zincirinin önemini de bizlere hatırlattı. COVID nedeniyle birçok sektör gibi dünyada eğitim de farklı bir yere doğru evriliyor. Bu gelişimi yakalamak hayati derecede önemli” ifadelerini kullandı.
TİM BAŞKANI GÜLLE: “COVID EKONOMİYİ VURDU AMA TÜRKİYE BÜYÜDÜ”Türkiye İhracatçılar Meclisi (TİM) Başkanı İsmail Gülle ise konuşmasında, 1 yılı deviren pandeminin küresel ekonomide büyük daralmalara sebep olmasına rağmen Türkiye’nin bu süreçte büyüme kaydettiğini hatırlatarak, “2021 yılına ihracatta rekorlarla başladık ve rekorlarla devam ediyoruz. Şubat 2021’de Cumhuriyet tarihinin ihracat rekorunu kırdık. TİM olarak hedefimiz dış ticaret fazlası veren Türkiye. Bu hedefi her yerde dile getiriyor, her alanda ihracatımızı geliştirmeye yönelik çalışmalarımızı sürdürüyoruz. Bir mal ya da hizmetin değer kazanması ancak ve ancak talep edenin teveccühü ile olur.
Şunu tereddütsüz söyleyebilirim ki, ülkemizin orta öğretim ve bilhassa yükseköğretim kurumları Avrasya’nın en prestijli kurumları arasındadır. Bu kurumlarımız aynı zamanda 5 milyar dolarlık büyüklükle hizmet ihracatında da yüz akımızdır. Bugün Türkiye’de, dünyanın hemen hemen her ülkesinden gelen 185 binden fazla yükseköğretim öğrencisini ağırlamaktayız” dedi.
“ALTYAPIMIZ EN AZ İKİ KATI ÖĞRENCİYİ KALDIRIR”
Türk yükseköğretiminin imkan ve kabiliyetlerine yönelik verilerin, mevcut uluslararası öğrenci sayısının en az iki katı kadar öğrenciyi, ağırlama imkanının olduğuna işaret ettiğine dikkat çeken Gülle, “Pandemi sürecinde, son 1 yıl içerisinde eğitim sektörümüze yönelik gerçekleştirilen sanal fuarlar ile, hedefimiz 220 bin öğrenciyi bu yıl ülkemizde ağırlamak. Ülkemiz, uluslararası düzeyde, sadece “Güvenilir Tedarikçi Liman” üretici ülke olarak değil, aynı zamanda “Güvenilir Eğitim-Öğretim Merkezi” olarak da markalaşıyor. Elbette eğitim öğretimin yüz yüze olması, hem değerli akademisyenlerimizin, hem de kıymetli öğrencilerimizin halen en büyük temennisi. Bununla birlikte, pandemi öncesinde de, pek çok sektörün kademeli olarak yıllar içerisinde sanal platformlara taşınacağı beklentisine de sahiptik. Pandemi, bu dönüşüm sürecini hızlandırarak, eğitimin her seviyesinde dijital dönüşümü ve hibrit eğitim modelini zorunlu kıldı. Uzaktan eğitim-öğretim süreçleri ve çevrimiçi dersler noktasında, ülkemiz altyapısıyla ciddi bir fark yarattı. Gazi Mustafa Kemal Atatürk’ün de ifade ettiği üzere: ‘Eğitimdir ki, bir milleti ya özgür, bağımsız, şanlı, yüksek bir topluluk halinde yaşatır; ya da esaret ve sefalete terk eder.’ Küresel eğilimden bir adım önde olmak, fark yaratmaktır ve eğitim sektörümüz, bu farkı yaratacak potansiyele, altyapıya ve tecrübeye sahip. Eğitim ihracatı, Türkiye’nin kültürel zenginliğini, eğitim ve öğretim kabiliyetlerini tüm dünyaya sunacak; Türkiye’nin küresel teknoloji transferi imkanlarını da geliştirecek, güçlendirecek, doğudan batıya; Avrasya’nın teknolojik ve dijital dönüşümüne etkili bir katkı sağlayacak, geliştirecek ve kalkınmaya yaklaştıracak çok değerli bir süreçtir” diye konuştu.
TÜBİTAK BAŞKANI PROF. DR. MANDAL: “İLİŞKİ BOYUTU ÇİFT YÖNLÜ OLMALI”
TİM Başkanı Gülle’den sonra söz alan Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK) Başkanı Prof. Dr. Hasan Mandal, güçlüklerin doğru kullanıldığında fırsatları da oluşturduğunu ifade etti. Zirvede ayrıntılı bir sunum yapan Prof. Dr. Mandal, “Bundan sonraki süreçlerde Ar-Ge ve yenilik boyutlarındaki ilişki boyutu tek yönlü değil mutlaka çift yönlü olmalıdır. Karşılaşılan zorlukların çözümü noktasında sadece teknolojik yaklaşımın yeterli olmayacağı bunun yanında daha güçlük içeren konularda mühendislik sorunuysa bunun yanına sosyal ve beşeri bilimlerin de sürece dahil olması gerekmektedir. İş birliğinden daha çok birlikte iş yapmaya doğru dönüşümün gerçekleşmesi ve bunun da kültür olarak oluşturulması gerekir. Uluslararası ikili iş birlikleri sürecinde de şu an 63 ülke ile 89 kuruluşta ikili iş birliği süreci yönetiyoruz. Son 2 yılda buna 6 ülke daha eklendi. Şu an ülke sayısının 65’e çıktığını da paylaşıyor olacağız. Bu zirve bizim için çok kıymetli. Bizim iş birliği olduğumuz ülkelerle çok benzeşik. Ar-Ge girişimlerinin burada kıymetlendirilecek olması, bu toplantıda bu ülkelerden yapılacak olan paylaşımların gelecekte araştırma projesine dönüşmesi de beklentilerimiz arasında. Birlikte iş birliğinin özellikle birlikte geliştirmeye dönüşümüyle gelecekte sürdürülebilir bir süreçte daha zor günlerde bunun daha hazırlıklı ve yönetilebilir olacağını düşünüyorum” diye konuştu.
“NİTELİKLİ İNSAN KAYNAĞININ TÜRKİYE’YE ÇEKİLMESİ İÇİN ÇALIŞIYORUZ”
Nitelikli insan kaynağının Türkiye’ye çekilmesi ile ilgili çalışmalar hakkında da bilgi veren Prof. Dr. Mandal, “Nitelikli insan kaynağının Türkiye’ye çekilmesi için alanında ilk 100 üniversitede görev yapıp Türkiye’ye geri dönüş yapmak isteyenler, alanında en fazla Ar-Ge’ye kaynak ayıran ilk 2 bin 500 firma arasında yer alıp Türkiye’ye dönüş yapmak isteyenler ve yine ilk 200 Ar-Ge merkezinde çalışıp Türkiye’ye gelmek isteyenlere yönelik başlatmış olduğumuz program kapsamında 127 araştırmacı Türkiye’ye geldi. Bu tersine beyin göçü değil aynı zamanda dünyadaki nitelikli insan kaynağını Türkiye’ye getirilmesi noktasında, şu an ülkemizde bu doğrultuda çalışan 127 arkadaşımız var” dedi.
YÖK BAŞKAN VEKİLİ PROF. DR. ER: “BELİRSİZLİĞE MAHAL VERMEDİK”
Daha sonra söz alan Yükseköğretim Kurulu (YÖK) Başkan Vekili Prof. Dr. Rahmi Er ise YÖK’ün pandemi süreciyle birlikte gereken kararları hızla alarak belirsizliğe mahal vermediklerine; üniversitelerin ise bu kararlara büyük uyum gösterdiğine dikkat çekti. Prof. Dr. Er, şöyle devam etti: “Kurumlarımız bu süreçte adaptasyon sürecini kolaylaştırıcı bir fonksiyon üstlendiler. Yaptığımız araştırmalar, online eğitimin başarıyla yürütüldüğünü göstermiş durumda. Bunda emeği geçen herkese teşekkür ediyorum. Uluslararası öğrencilerin bu dönemde Türkiye’ye ilgisi oldukça yükseldi. Geçtiğimiz yıl 180 bin olan öğrenci sayımız bu yıl 200 binli rakamlara yükseldi. Toplamda yaklaşık sekiz milyon öğrenci daha iyi bir dünya düzenine katkıda bulunmak için Türkiye’de öğrenim görüyor. Türk yükseköğretimi, Avrupa ülkeleri arasında son yıllarda öne çıkmış durumda. Yaklaşık 5 bin 500 alanda tam not alan az ülkelerden biriyiz. Türkiye UNESCO verilerine göre dünyada en çok uluslararası öğrencisi bulunan ülkeler arasında ilk onda. Avrupa’da ise beşinci sıradayız. Bunun en önemli sebebinin, yükseköğretimi, kalite ve şeffaflığı, hesap verebilirliği ön planda tutarak yürütmemiz olduğunu düşünüyorum. Türk bilim insanları uluslararası projelerde ve sivil toplum kuruluşlarında, eskiye nazaran daha çok yer alıyor. Bu da bizim için büyük bir gurur kaynağı.”
BAKAN DR. KASAPOĞLU: “GELECEK İÇİN AYRI BİR HEYECAN”
YÖK Başkan Vekili Prof. Dr. Rahmi Er’in konuşmasından sonra söz alan ve bu yıl zirveye dijital ortamda iştirak etmekten büyük heyecan ve mutluluk duyduğunu ifade eden Gençlik ve Spor Bakanı Dr. Mehmet Muharrem Kasapoğlu, “Buradaki herkes yükseköğretimin geleceğinin değerlendirileceği bu zirvenin heyecanını en güçlü şekilde hissediyor. Burada kazanılacak her açılım sadece yükseköğretimin için değil ülkelerin geleceği için de ayrı bir değer ve heyecan. Bir ülkenin zamanın hızına yenik düşmemesi adına üniversitelerin geleceğe bakan, yarınların ihtiyaçlarını en güçlü şekilde değerlendiren dinamik bir yapıya haiz olması gerekiyor.
Avrasya Üniversiteler Birliği önümüzdeki dönemin gelişme potansiyeli en yüksek coğrafyasından pek çok üniversiteyi bir araya getiriyor. Farklı kültürlerin bir araya geldiği bir köprünün inşası açısından da çok önemli bir değere sahip. Bu birliğin küresel misyonu son derece kritik. İnsanlığı esenliğe taşıyacak pek çok fikrin ve projenin temel krizleri doğruyu aramak olan böyle nitelikli birlikteliklerden çıkacağı şüphesiz. Avrasya Yükseköğretim Zirvesi el birliğiyle hayata geçirilecek bu gayretlerle hem ülkeler hem de insanlık için önemli kazanımların elde edilmesi için bir fırsat” diye konuştu.
“EĞİTİMDE ÖNEMLİ DEVRİM GERÇEKLEŞTİRDİK”
Türkiye olarak pek çok alanda olduğu gibi eğitimde de önemli bir devrim gerçekleştirdiklerine dikkat çeken Bakan Dr. Kasapoğlu, “Üniversitemiz olmayan şehrimiz kalmadı. Tüm gençlerimizin akademiye erişimi noktasında zirvede olduğumuzu ifade etmek istiyorum. Gençlerimiz için çalışıyor, onlar için her çabayı ortaya koyuyoruz. Avrasya Üniversiteler Birliği pek çok gayretle kuruluşundan itibaren önemli bir takdiri hak ediyor. Bu misyona katkı veren herkesi gönülden kutluyorum” dedi.
BAKAN VARANK: “DÖNÜŞÜMÜ ÖNGÖREBİLEN KAZANACAK” Son olarak söz alan Sanayi ve Teknoloji Bakanı Mustafa Varank ise zirvede yaptığı konuşmada, “Salgın sağlıktan şehirleşmeye, eğitimden ticarete hayatımızın tüm alanlarında köklü değişikliklere neden oluyor ya da mevcut değişim trendlerini hızlandırıyor. Sağlık yönünden etkisi geçse bile uzaktan eğitim, uzaktan çalışma, dijitalleşme gibi eğilimlerin pandemi sonrasında da kalıcı olarak devam etmesi bekleniyor. Hızlı dönüşümü ön görebilen, yeni döneme hazırlıklı giren kurum ve devletler pandemi sonrasının kazananı olacak. Böylesine kritik bir dönemde uzaktan eğitim teknolojilerinin uluslararası uzaktan eğitim fırsatlarının ve yükseköğretimin geleceğinin değerlendirileceği bu zirvenin önümüzdeki süreçte yükseköğretimde yol haritalarının çizilmesine önemli katkılar sağlayacağına inanıyorum” dedi.
Eurasia Higher Education Summit (EURIE), the largest higher education summit in the Eurasia region, started on Wednesday March 3, 2021. The summit was held online this year due to the COVID-19 pandemic even if there was a high level of participation again.

THE SERVICES EXPORTERS ASSOCIATION (HİB) PRESIDENT AYCI: “EURIE IS THE STEP OF BRANDING IN EDUCATION”
After Aydın’s speech, The Services Exporters Association (HİB) President İlker Aycı said that he perceived EURIE as an important step in the branding process in education of Turkey.
Aycı spoke, “The COVID-19 pandemic has caused to accelerate digital transformation. For example, none of us expected to attend this summit online from our homes and businesses.
While we explained Turkey’s advantages in international education and our universities in the past, today we can highlight our success in distance education. Of course, campus experience is very important. However, in this process, we have perceived that distance education is not a temporary solution, but an instrument to be used at a certain level in the future. Now we will encounter hybrid education model more than in the past. This provides the opportunity to take many courses from different academics from other countries remotely. What we need for a hopeful and safe future is education. As Malcolm X said, “Education is the passport of the future, for tomorrow belongs to those who prepare for it today.”
THE FOREIGN ECONOMIC RELATIONS BOARD (DEIK) PRESIDENT NAIL OLPAK: “COVID HAS CHANGED MANY THINGS”
The Foreign Economic Relations Board President of Turkey (DEİK) Nail Olpak in his speech, stating that the COVID-19 pandemic brought many changes in daily life, “Digital technology and artificial intelligence entered our lives faster with COVID. We must take the steps in this matter faster, otherwise our competitors will overtake us. COVID-19 has brought the combination of globalization and localization into our lives irreversibly. It reminded us how essential resource diversity is and put it at the center of our lives based on the “depleted resources” discourse. It reminded us that the concepts of distance and logistics have changed and the importance of the supply chain. Many industries such as education are evolving to a different positions in the world due to COVID. It is vitally important to keep up with this development”
THE TURKISH EXPORTERS ASSEMBLY (TIM) PRESIDENT İSMAIL GÜLLE: “COVID HIT THE ECONOMY BUT TURKEY HAS GROWN”
The Turkish Exporters Assembly (TİM ) President İsmail Gülle in his speech, reminding that although the pandemic started one year ago cause to great contraction in the global economy , Turkey has grown in this process. “We started 2021 with records in exports and continue with records. We broke the export record in the history of the Republic in February 2021. Our goal as TIM is Turkey has foreign trade surplus. We express this goal everywhere and continue our efforts to improve our exports in every field. Appreciation of goods or services if only realizes with demand from people.
I can say without hesitation that secondary education and especially higher education institutions in our country are among the most prestigious institutions in Eurasia. Today in Turkey, We have been hosting more than 185 thousand university students from the almost every country in the World.” He said.
“OUR INFRASTRUCTURE IS AVAILABLE FOR AT LEAST TWICE AMOUNT OF STUDENTS”
Gülle pointed out that the data on the possibilities and capabilities of Turkish higher education indicate that there is an opportunity to host at least twice as much current the number of international students. “During the pandemic, our goal is to host 220 thousand students in our country this year with virtual fairs organized in the last 1 year for the education sector. Our country is branding at the international level not only as a “Reliable Supplier Port” producer country, but also as a “Reliable Education-Training Center”. Of course, face-to-face education is still the greatest wish of both our esteemed academicians and our esteemed students. However, before the pandemic, we had the expectation that many sectors will gradually move to virtual platforms over the years. The pandemic accelerated this transformation process and made digital transformation and hybrid education model mandatory at all levels of education. Our country has made a serious difference with its infrastructure in terms of distance education processes and online courses. As Gazi Mustafa Kemal Atatürk stated: “Education enables a nation to live free, independent glorious as a society; or leave it to bondage and misery.” Being one step ahead of the global trend is to make a difference and our education sector has the potential, infrastructure and experience to make this difference. Education exports is very valuable process that offer Turkey’s cultural richness, education and training capabilities to the whole World and also it will improve and strengthen the global technology transfer opportunities of Turkey and will contribute to the technological and digital transformation of Eurasia effectively from East to West, improve it and bring it closer to development.” He said.
TÜBİTAK PRESIDENT PROF. DR. MANDAL: “THE DIMENSION OF RELATIONSHIP SHOULD BE BIDIRECTIONAL”
After Güllü’s speech, the scientific and Technological Research Council of Turkey (TÜBİTAK) President Assoc. Prof. Hasan Mandal stated that difficulties also create opportunities when they are used correctly. Prof. Dr. Mandal who made a detailed presentation at the summit, “In the following processes, the relationship dimension in R&D and innovation dimensions should be bidirectional, not unidirectional. We should include not only the technological approach but also the social sciences and humanities if these problems are difficult engineering problems in order to solve the difficulties which we encountered.
We realize that the transformation from collaboration to making business together and we have to establish it as a culture. In the process of international bilateral cooperation, we are currently managing bilateral cooperation processes in 89 organizations with 63 countries. In the last 2 years 6 countries attend to this. Now also we will share that the number of countries has increased to 65. This summit is very precious to us. It is very similar to the countries with which we cooperate. It is also among our expectations that R&D initiatives will be valued here, and that the sharing of these countries at this meeting will turn into research projects in the future. I think this will be more prepared and manageable in more difficult days in a sustainable process in the future, especially with the transformation of cooperation into co-development.” he said.
“WE ARE TRYING TO APPEAL QUALIFIED HUMAN RESOURCES TO TURKEY”
Assoc. Prof. Mandal also gave information about studies related to appealing qualified human resources to Turkey and 127 researcher came Turkey as a part of program that we started for those who want to work in the first 200 R & D centers and come to Turkey, those who want to return to Turkey are among the first 2,500 companies that devote the most resources to R & D in their field and those who study in the field of appealing qualified human resources to Turkey at top 100 universities and want to come Turkey. Right now, we have 127 friends working in this direction in our country, This point is not only reverse brain drain in the world but also qualified human resources to be brought to Turkey .
THE COUNCIL OF HIGHER EDUCATION (YÖK) PRESIDENT PROF. DR. ER: “WE DIDN’T GIVE AN OPPORTUNITY UNCERTAINTY”
The Council of Higher Education (YÖK) President Prof. Dr. Rahmi Er, spoke later, he pointed out that YÖK took the necessary decisions rapidly in the pandemic process and did not allow for uncertainty; universities comply with these decisions. Prof. Dr. Rahmi Er continued as follows: “Our institutions have undertaken a function that facilitates the adaptation process in this process. Our research has shown that online education is being carried out successfully. I thank everyone who contributed to this. Attention of international students to Turkey increased in this period. Our student number, which was 180 thousand last year, has increased to 200 thousand this year. A total of nearly eight million students study in Turkey to contribute to better world order. Higher Education in Turkey has stood out among European countries in recent years. We are one of the few countries that got full marks in approximately 5 thousand 500 fields. According to UNESCO data, Turkey is among the top ten countries with the highest number of international students in the world. We rank fifth in Europe. I think the most important reason for this is that we conduct higher education by prioritizing quality and transparency and accountability. Turkish scientists involve more in international projects and non-governmental organizations than before. And this is a great credit for us.
MINISTER DR. KASAPOĞLU: “A DIFFIRENT EXCITEMENT FOR THE FUTURE”
After (YÖK) President Prof. Dr. Rahmi Er’s speech, Minister of Youth and Sports in Republic of Turkey Dr. Mehmet Muharrem Kasapoğlu spoke and expressed his excitement and happiness to participate in the summit digitally this year,
“Everyone here feels excitement of this summit where the future of higher education will be evaluated powerfully. Every evolution to be gained here is a different value and excitement not only for higher education but also for the future of countries. Universities should have a dynamic structure that looks ahead and evaluates the needs of tomorrow in the most powerful way in order not to succumb to the pace of time. The Eurasian University Association brings together many universities from the geography which has highest potential for development in the coming period. It has a very important value in terms of building a bridge where different cultures come together. The global mission of this union is extremely critical. Minister Dr. Kasapoğlu drew attention to significant revolutions in education as many areas as Turkey, “There is no left city without a university. I would like to express that we are at the top of the access point of all our youth to academia. We work for our young people, we make every effort for them. Lastly, Minister of Industry and Technology in Republic of Turkey Mustafa Varank made his speech at the summit. “The epidemic causes radical changes in all areas of our lives, from health to urbanization, from education to business or accelerates current change trends. Even if the health effect wears off, trends such as distance education, remote work, and digitalization are expected to continue permanently after the pandemic. Institutions and states that can foresee rapid transformation and get ready for the new era will be the winners of the post-pandemic.
