Narkotik şubesinde uzman eğitmen olan Recep Söylemez, “”Bütün bağımlılık yapan maddeler gençlerimizi sorunlu bir hayatla baş başa bırakıyor. Ve ne yazık ki madde kullanımı bizim toplumda hâlâ bir sorun olarak algılanmıyor. Herkes benim çocuğum böyle bir şey yapmaz gibi ifadelerle olayın gerçek boyutunu kabullenmiyor. Oysa madde bağımlılığı bir yangın gibidir, yarın bizim çocuğumuzu da içine almayacağının garantisini veremeyiz. Uyuşturucu madde kullanan gençler, olayın onlar üzerindeki olumsuz boyutlarına tam olarak vakıf olmadıkları için ‘bir defadan bir şey olmaz’ gibi cümlelerle kendilerini bu tuzakların içinde buluyorlar. Oysa madde kullanımı merakı olanlar o kapıyı açtıkları zaman ne yazık ki açılan o kapıyı artık kapatmaları mümkün olmuyor. Çünkü bağımlılık bir örümcek ağı ve kopmaz bir zincir gibidir, seni içine aldı mı bırakmaz.”” diyor. Madde bulma kaygısının çocuğu suça ittiğini kaydeden Söylemez, “”Bu suç ailede başlar ve diğer alanlara da sirayet eder. Ailelerin sosyal medya kullanan çocuklarına dikkat etmeleri gerekiyor. 3 bine yakın genç Facebook ve Twitter aracılığıyla madde kullanımına başladı.”” şeklinde konuşuyor.
DENETİMLİ SERBESTLİK YASASI SADECE KÂĞIT ÜZERİNDE KALDI
Madde kullanımının ceza hükümlerine değinen Ceza ve Ceza Muhakemesi Başkanı Yrd. Doç. Dr. Sinan Bayındır, “”Anayasamızın 58. maddesi devletin bu tür tuzaklara düşen bireylere karşı yükümlülüklerini belirtiyor. Ancak şunu söylemek lazım Türkiye’nin kanayan yarası denetimli serbestlik yasası. Sadece kâğıt üzerinde olan uygulamalardan ibaret bir durum olarak kaldı ve gerekli personel ve bu konuda yapılanlar yetersiz kaldı. Şimdi biraz daha işin üzerine eğilmiş gibi gözüküyor. Çoğu kişi sosyal medyada yaptığı paylaşımların ve yazdığı şeylerin suç teşkil ettiğini bilmiyor. Herhangi bir durumda bu yaptıklarımız bir olay meydana geldiğinde başvurulacak bilgiler ve paylaşımlar olacak. Bunun için ne yazdığımıza ve paylaştığımıza dikkat edelim.”” diye konuşuyor.
İstanbul Aydın Üniversitesi Hukuk Fakültesi Dekanı Enver Bozkurt ise “”Madde kullanımı ve uyuşturucu madde sorunu uluslararası bir sorundur. Hukuki denetimler tek başına yeterli olmaz. Bu işin en önemli ayağı eğitimdir. Gençleri çok iyi bilinçlendirmek lazım. Uyuşturucu maddeler en çok terör örgütleri tarafından satılıyor ve onların maddi kaynakları büyük oranda bunlardır. Uyuşturucu madde kullananlar, bu maddelere verdikleri her kuruşun teröre maddi katkı olduğunu unutmamalı.”” ifadelerini kullanıyor.
President of the Kucukcekmece City Council, Dr. Mustafa Aydin, gave a speech at the seminar held at the Sefakoy Culture and Arts Center. Dr. Mustafa Aydin said “”Drug addiction has become a very big problem for our district. And this situation has got us worried. The important thing is not to fall into such traps and to inform our youth so they won’t fall into this trap also by sharing the information we obtain in seminars such as this one with our youth and the people around us.””
An expert on the subject at the Narcotics Branch, Recep Soylemez says, “”Any type of drug that addicts our youth leads them to a lone problematic life. And unfortunately drug abuse doesn’t get the attention it deserves in our community. Everyone assumes that their child wouldn’t use drugs and cannot comprehend the real dimension of the issue. However drug addiction is like a fire, we cannot guarantee that it won’t suck our child in also. Youngsters who use drugs, since they aren’t well informed on the subject just say, “”One time won’t do any harm”” and then find themselves in this trap. Unfortunately those who use drugs, once they open that door they soon realize it isn’t very easy to close that door. Because addiction is a spider web and is like an unbreakable chain, it won’t let you go once it’s got a grip on you.”” Soylemez says that the rush of trying to satisfy the addiction just pushes the individual to crime. Soylemez adds: “”This crime starts from the family and then visits other areas. Families have to be very watchful over their children which use social media. About 3000 youngsters have gotten addicted to drugs via Facebook and Twitter.””
The Probation Law has been left just on paper
President Assistant Professor Dr. Sinan Bayindir of the Crime and Criminal Court, which is in charge of the convicts for drug abuse said, “”The 58th article of our Constitution states the obligations of the government to the individual who fell into the ‘drug trap’. However we have to say that Turkey’s bleeding wound is the Probation Law. It has been left as an application that has just been left on paper and the much needed personnel has been left meager. Now it looks like the government is starting to take the drug problem a little more seriously. Most people do not realize that some things they write on the social media constitutes crime. We have to realize that the things we post are the information that will be looked at and shared when something problematic arises. And for this reason we have to be careful about what we write and share.””
Istanbul Aydin University’s Dean of the Faculty of Law Enver Bozkurt had a few things to add; “”Drug use and abuse is an international problem. Legal supervision isn’t enough by itself. The most important weapon against this problem is education. We have to educate the youth very well. Drugs are usually sold by terrorist organizations and a large portion of their wealth is earned in this way. Drug users should keep in mind that every cent spent on drugs helps the terrorists.””
